(A) (1) The Department of Recreation shall plan, promote, organize and supervise a comprehensive municipal recreation program and administer the same in the interest of the entire community.
(2) This Department shall constantly evaluate the recreational interests and needs of the community and be responsible for effective communication of the recreation program to the citizens of the city.
(B) The Department of Recreation shall be headed by the Recreation Director who shall be responsible for all matters pertaining to the administrative and professional duties involved in planning, developing and directing a recreation program, so that the community recreational needs, interests and facilities are continuously being met, maintained and improved upon.
