(A) The Department of Water shall be headed by the Water Superintendent who shall be responsible for the construction, operation and maintenance of the water plant, including treatment and pumping.
(B) He or she shall coordinate efforts and cooperate with the Public Works Superintendent in the operation and maintenance of the water distribution system.
