No person shall erect, build or construct any sign, billboard or signboard upon any lot or tract of land within the City, which sign or billboard, when constructed, shall be within twenty-five feet of any street intersection. Before any sign or billboard shall be constructed or erected upon any lot or tract of land within the City, a regular building permit shall first be obtained from the City Clerk. All applications for the erection of signs, signboards, or billboards within the City shall have attached the written permission of the owner or lessee of the land permitting the erection of the sign.
