(a) No person shall post, tack or fasten any bills or advertising matter or cards upon any posts, poles or trees which are situated on any of the streets, alleys, or public places within the City.
(b) This section does not apply to the placement of advertising banners on the decorative light poles on the Washington Street Bridge for the purpose of promoting festivals or events within the corporation limits of the City of Marietta, Ohio.
