547.01 EXCESSIVE NOISE PROHIBITED; SPECIAL PERMITS.
   (a)   No person shall operate within the City any watercraft of a racing type or any other type of watercraft, the motor of which produces loud and excessive noise, through discharge into the open air an which is not effectively muffled, unless a permit has previously been obtained.
   (b)   The following acts, among others, are declared to be loud, disturbing and unnecessary noises in violation of this section, but such enumeration shall not be deemed to be exclusive, namely: the discharge into the open air of the exhaust of any motorboat engine, except through a muffler or other device which will effectively prevent loud or explosive noises therefrom.
   (c)   The Director of Public Safety and Service shall, upon written application issue permits to hold special recognized motorboat race events, for which special race events the conditions of this section are waived. The permit shall be limited to a specific occasion and for three practice days only, immediately preceding such special recognized motorboat race events.
