510.01 CONDITIONS FOR PROCLAMATION.
   Where there is a riot or a clear and present danger of a riot or a mob or body of people acting together with the intention to commit a felony or to do or offer violence to person or property; or by force and violence to violate or resist the law; or in the event of a flood, fire, wind storm or any other disaster affecting life and property and which circumstance impairs the functioning of the City government and its ability to protect the life and property of the people; any of the following named officers, acting in order herein designated when the specifically named officer or officers are absent from the City or are unavailable or incapable of so doing are authorized to proclaim a state of emergency in the City or within any particular prescribed area or areas thereof: the Mayor, the President of Council, the Director of Public Safety and Service and the Chief of Police.
