(a) No person shall be found in a state of intoxication or, being intoxicated shall disturb the peace and good order, or shall conduct himself in a disorderly manner.
(b) No person shall consume or drink any beer, wine or other intoxicating beverage on any public street, sidewalk or other public place not duly licensed to permit consumption of such beverages on the premises.

(c) Whoever violates this section is guilty of a minor misdemeanor.
