(a) Violation of any section of this chapter shall not be considered a criminal offense for any purpose. A person who commits the violation shall not be arrested as a result of the commission of the violation.
(b) All violations of this Chapter, including the penalties and fines therefor, shall be handled pursuant to Chapter 353 of this Traffic Code. The fines and penalties for violations of this Chapter shall be as set forth in the fee schedule in Section 353.12.
