Whoever violates any of the provisions of this chapter with respect to failure to remove parked motor vehicles when the weather conditions described in this chapter require their removal, shall be subject to the civil traffic penalties provided by law for illegal parking in normally regulated streets. In addition, where a motor vehicle is towed to a motor vehicle pound, the motor vehicle can be recovered only upon payment of the towing charges imposed.
