351.23 TWENTY-MINUTE PARKING LIMIT IN ZONE A.
   (a)    There is hereby established a maximum twenty-minute parking limitation for those curbside parking spaces where parking meter heads have been removed in Zone A. No person shall park in any curbside parking space where parking meter heads have been removed in Zone A for any period of time longer than twenty minutes.
   (b)    The time during which parking limitation shall be in effect for legal parking in Zone A is 8:00 a.m. to 5:00 p.m. Monday through Friday, and 8:00 a.m. to 12:00 noon Saturdays. This limitation on parking shall not be in effect on Saturday afternoons, Sundays or on the following holidays: New Year's Day; Martin Luther King Day; President's Day; Memorial Day; Independence Day; and any day appointed and recommended by the Governor of this State or the President of the United States as a holiday. If any day designated in this section as a legal holiday falls on Sunday, the next succeeding day shall be the legal holiday.
