(a) Between the hours of 11:00 a.m. and 7:00 p.m. on Monday through Saturday, no operator of any truck or commercial vehicle shall park the same for unloading cargo purposes on any street in a business district for a period of more than fifteen (15) minutes, or in any event within seventy-five feet (75') of any crosswalk.
(b) Notwithstanding subsection (a) hereof, no operator of any truck or other commercial vehicle shall unload cargo therefrom between the hours of 4:00 and 5:30 p. m. on Monday through Saturday on any street in a business district.
(c) The Director of Public Safety and Service may grant an extension of time for the loading or unloading of cargo or materials by issuance of a special permit upon application and good cause shown.
