(a) No person shall park any vehicle upon any street or highway in the City longer than seventy-two hours. However, during time of flood or other emergency, the Director of Public Safety and Service may designate streets or parts of streets where vehicles may be parked for a period of time to be designated by the Director not to exceed the period of the emergency then existing.
(b) Nothing in this chapter shall be construed to authorize parking contrary to any other section of this chapter.
