(a) The Director of Public Safety and Service may prohibit the parking of vehicles upon the streets or parts of streets in the business district of the City at such times as are deemed necessary by the Director for the cleaning of the streets of the business district of snow or collected dirt and rubble.
(b) Two (2) hours' advance notice of any parking prohibition authorized in subsection (a) of this section shall be given by the Director of Public Safety and Service by posting on each utility pole along that part of a street and upon a standard at each principal entrance to that part of a street on which parking is to be prohibited, a sign at least twenty-two inches (22") in height and fourteen inches (14") in width, bearing the following legend in red letters at least three inches (3") in height upon a white background:

The time after which parking is to be prohibited shall be inserted in the space on the sign left blank for that purpose.
(c) After the advance notice of an emergency parking ban provided for in subsection (b) of this section has been complied with, the Director of Public Safety and Service may order the removal of all motor vehicles parked on the streets designated in such notice which have not been removed by the owners or operators thereof. The towing and impoundment of such motor vehicles shall be conducted pursuant to Section 353.11 of this Traffic Code.
(d) No person shall stop, stand or park any vehicle in violation of any parking prohibition issued by the Director of Public Safety and Service pursuant to this section.
