137.07.1 DIRECTOR OF BUDGET AND PROCUREMENT.
   (a)    There is hereby created the position of Director of Budget and Procurement.
   (b)    The position of Director of Budget and Procurement shall be filled by appointment of the Mayor, and shall serve at the pleasure of the Mayor. The Director of Budget and Procurement is under the direct supervision of the Director of Public Safety and Service.
   (c)    The duties of the Director of Budget and Procurement are as follows:
      (1)    Analyze and forecast financial information (i.e. revenues, expenditures, and debt) to ensure all City operations are within budget.
      (2)    Work one-on-one with City department heads to develop annual department budgets and present said budgets to City Council for approval.
      (3)    Develop an annual budget and create an annual tax budget working with the City Auditor.
      (4)    Uses New World operating system for budget preparation.
      (5)    Complete necessary paperwork for city projects, loan and lease programs.
      (6)    Prepare 5-year Capital plan.
      (7)    Acts as a liaison between employer and insurance companies, shops renewals, budget expense to appropriate departments and handles all insurance claims.
      (8)    Researches and analyzes participation rates for aggregation programs and serves as a liaison between energy brokers and City.
      (9)    Prepares Request for quotes for trash contract.
      (10)    Worker's compensation forecasting budgets.
      (11)    Work with Enterprise fund department heads to set water/sewer rates.
      (12)    Monitor revenues and expenses to assess compliance to budget and make recommendations for variances.
      (13)    Assist in developing financial proposals for City projects.
      (14)    Recommend annual budget calendar.
      (15)    Develop financial policies for approval by City Council, (i.e. debt management, enterprise fund rate schedules).
      (16)    Attend Council committee meetings as needed.
      (17)    Everyday checks of purchase orders to verify account numbers and appropriate spend before approval is granted.
      (18)    Evaluate supplier options.
      (19)    Maintain purchasing files and price lists.
      (20)    Compare suppliers' bills and purchase orders in order to verify accuracy.
      (21)    Maintain records of assets and equipment in New World system.
      (22)   Responsible for tracking Federal grant expenditures for entire City.
   (d)   The Director of Budget and Procurement shall perform all duties assigned to him by the Director of Public Safety and Service, in addition to performing other duties as assigned by the Mayor.
   (e)    The Director of Budget and Procurement shall conduct and fulfill any and all of his duties in a timely and lawful manner.
   (f)    Qualifications for the position of Director of Budget and Procurement shall be no less than a Bachelor of Science Degree in Finance or Accounting, or a Bachelor's Degree in similar studies and a minimum of five (5) years of work experience in financial affairs; or a minimum of ten (10) years of work experience in financial analysis.
