The Commission shall make and adopt all rules and regulations deemed by it to be necessary in providing for the protection, care, maintenance and repair of the City of Marietta, Ohio's brick streets and brick alleys. Furthermore, no brick streets or brick alleys shall be paved or removed without the prior recommendation and approval of the Brick Streets and Brick Alleys Commission.
