305.08 EVIDENCE; FAILURE TO OBEY TRAFFIC CONTROL DEVICES.
   The existence of traffic signs, signals, markings or traffic control devices at any place within the City shall be prima-facie evidence that such were erected or placed pursuant to ordinance or at the direction of the Director of Public Safety and Service, by the Director and in accordance with the provisions of this chapter.
   Any person failing or refusing to comply with the directions indicated or any traffic sign, signal, marking or traffic control device, erected or placed in accordance with the provisions of this chapter shall be guilty of a misdemeanor and punished as provided in Section 303.99 of this Traffic Code.
   Yellow paint or markings on any street or curbing shall mean parking is prohibited in that area so marked. However, areas marked with yellow paint and as designated as a loading zone may be permitted to be used for that purpose or for whatever purpose so designated by signs.
