928.11 DEVELOPMENT.
   (a)   Forty five (45) days before construction begins on new or additions to existing facilities, developers must submit to the Water Superintendent or his/her designee(s), a plan of the proposed layout and subsurface design of the area. The plan must be approved before and
constructions may begin.
      (1)   This design shall include all feathers and structures of the facility, for example: buildings, roads, parking lots, fences, playing fields, dugouts and goals.
      (2)   A plan for the management of storm water runoff, location of ponds (ponds must have impermeable liners).
      (3)   Plans must include filtering runoff through vegetative means, and/or other filtering means, if hydrogeologic data deems necessary.
      (4)   Any changes to approved plans must be submitted for approval.
      (5)   If the Water Superintendent does not deny the permit within sixty (60) day period, it shall be deemed to denied. A denial of a permit application shall be immediately appealable to the board.
      (6)   Any changes to approved plans must be submitted for approval.
   (b)   All prophylactic termite treatment for new construction in the WWl shall consist of nontoxic methods and/or bait system termiticides; all developers will notify potential buyers of this provision and demonstrate to the administering authority that they have done so.
   (c)   Permits for drilling, mining exploration and extraction operations including, but not limited to petroleum, natural gas, and minerals shall require approval of the Board. The board may require monitoring wells and sample testing by an independent contractor at the developer's expense. (Ord. 175(14-15). Passed 11-6-14.)
