(a) There is hereby established a Recreation Commission to serve without compensation, consisting of five persons; two of whom shall be appointed by the Marietta City Board of Education and may be Board members; three of whom shall be appointed by the Mayor.
(b) Vacancies in the Commission, occurring otherwise than by expiration of term, shall be for the unexpired term and shall be filled in the same manner as original appointments.
(c) The Mayor and one member of Council appointed by the President of Council shall be ex officio members of the Commission, but shall have no voting rights on the Commission.
(d) All members of the Commission shall be residents of the City, except that the members appointed by the Marietta City Board of Education need only be residents of the Marietta City School District.
