313.09 PROHIBITED RIGHT TURNS ON RED SIGNAL.
   (a)   Right turns against steady red signals are hereby prohibited at the following intersections, for traffic from all directions of travel, except as otherwise indicated:
      (1)   Second and Putnam Streets between 7:00 a.m. and 7:00 p.m.
      (2)   Fourth and Washington Streets between 7:00 a.m. and 7:00 p.m.
      (3)   Fifth and Washington Streets between 7:00 a.m. and 7:00 p.m.

      (5)   Seventh Street, Putnam Street and Glendale Road.
      (6)   Pike, Greene and Seventh Streets, except for westbound on Greene Street to northbound Seventh Street only.

   (b)   Right turns against a steady red signal are hereby prohibited at the intersection of Front and Putnam Streets for all traffic proceeding off the Putnam Street Bridge only.
   (c)   The Safety-Service Director is hereby authorized and directed to post signs giving notice thereof at the above-denominated intersections in accordance with the Uniform Manual of Traffic Control Devices and Ohio R.C. 4511.13.

   (d)   Except as otherwise provided in this subsection, whoever violates this section is guilty of a minor misdemeanor. If, within one year of the offense, the offender previously has been convicted of or pleaded guilty to one predicate motor vehicle or traffic offense, whoever violates this section is guilty of a misdemeanor of the fourth degree. If, within one year of the offense, the offender previously has been convicted of two or more predicate motor vehicle or traffic offenses, whoever violates this section is guilty of a misdemeanor of the third degree.
