(a) The Armory Advisory Board is hereby charged with the responsibility to explore all reasonable avenues of obtaining adequate funding during the moratorium period for the restoration and utilization of the structure and property, to include a merit evaluation on the benefits to the community of its use as a multi-purpose facility.
(b) The Board shall report to the Marietta City Council monthly and shall submit a final written report of its findings not later than March 31, 1999.
