The Director of Civil Defense and the Executive Administrator of Civil Defense shall be appointed by the Mayor. The Director of Civil Defense shall be the executive head of the Department of Civil Defense, and he shall have all powers and duties connected with and incident to the appointment, regulation and government of such department, except as otherwise provided. The Executive Administrator of Civil Defense shall be a deputy to the Director of Civil Defense and is hereby authorized to act for and in the place of the Director, and during any period of vacancy in the office of the Director of Civil Defense, or during any period of absence or disability of such Director, the Executive Administrator of Civil Defense shall have all the powers and perform all the duties of the Director.
