For the accomplishment of such purpose and for the integration of such effort with like effort by other communities of the State for defense of the entire State, the Mayor and the Director of Civil Defense, as hereinafter provided for, are hereby authorized, in the organization and operation of the Department of Civil Defense, to conform and comply with all regulations that have been or may be promulgated by the Governor of the State of Ohio, and to utilize, without additional pay, the services of any officers or employees of any other Department of the City.
