The Mayor is authorized to appoint a Civil Defense Advisory Council to advise the Mayor and the Director of Civil Defense upon all matters pertaining to defense for the people against possible enemy action and other disasters. The number of members of such Council and the length of time each member is to serve is entirely within the discretion of the Mayor and such service is to be without pay.
