143.02 DUTIES.
   The responsibilities of the Community Development Director shall be the future planned development of the City, the maintenance of efficient management, operation and administration of the City. The Community Development Director shall act as a liaison between all branches of government, the general public and private developers, within the City and outside the City; to which end the following specific duties are prescribed:
   (a)    The Community Development Director shall provide the Administration and Council, annually at the end of each calendar year, with a five-year capital improvements plan with detailed plans for financing of all projected improvements.
   (b)    The Community Development Director shall provide the Administration and Council, annually at the end of each calendar year, with a three-year projected estimated operating income and expenditure report with detailed plans for the balancing of income and expenditures. The Community Development Director will work closely with the City Auditor to develop this plan.
   (c)    The Community Development Director shall be an ex-officio member of the Planning Commission.
   (d)    The Community Development Director shall advise the Administration and Council of the availability of grants, both federal and state. The Community Development Director shall research, review, apply for, and administer grant funding opportunities for community development and homeless programs. Furthermore, the Community Development Director shall prepare grant applications when ordered to do so.
   (e)    The Community Development Director shall provide the Administration and Council with a written progress report on all matters within his concern every other month at the first Council meeting of the month commencing with the first regular meeting in February of the calendar year.
   (f)    The Community Development Director shall develop information pertaining to legislation when requested in writing to do so by any committee of Council.
   (g)    The Community Development Director shall maintain the duty of acting as a liaison between the City, all branches of Federal, State and local governments, the general public and any and all developers in the Marietta area.
   (h)    The Community Development Director will work closely with all civic organizations in the Marietta area, including but not limited to, the Chamber of Commerce, Southeastern Ohio Port Authority, any City restoration groups and any development corporations.
   (i)    In addition to the duties outlined herein, the Community Development Director shall also be responsible for the duties listed in the Job Description that is attached to original Ordinance 348(22-23), incorporated herein and referenced as Exhibit "A".
