Every person who may be the owner or occupant of any building required by this chapter to be numbered shall cause the proper number to be placed on his building and in case of doubt as to the proper number, such owner or occupant shall apply to the Washington County 911 Coordinator for such number. If any owner or occupant shall neglect or refuse for five days after notice from the City Engineer to affix the proper number, the same shall be done at the expense of such owner or occupant.
