All streets running east and west shall be numbered westerly from Ohio Street, with odd numbers on the south side and even numbers on the north side of the street. All streets running north and south shall be numbered northerly from the Muskingum River, with odd numbers on the west side and even numbers on the east side of the streets. The first square on all streets shall begin with the number 100, the second square with the number 200 and each additional square with an additional hundred until the end of the street is reached, the system of numbering to correspond with what is generally known as the Philadelphia system.
