Whenever a building permit is granted and the structure or building to be repaired is more than one story high, and the repairing is to be done above the first story, or, in case of the erection of a new building or structure, upon the completion of the first story, the sidewalk adjacent thereto shall be covered or roofed over in such manner as will fully protect from injury all persons passing over such sidewalk.
