(a) The Fire Department and the personnel thereof are hereby assigned the duty of furnishing emergency ambulance and rescue service to the people of Marietta.
(b) The Safety-Service Director is hereby authorized and directed to perform all acts and promulgate all regulations necessary to ensure the speedy and efficient operation of such an emergency ambulance and rescue service.
