951.05 EXCEPTIONS.

The provisions of this chapter are applicable to, but not limited to, curb construction and reconstruction, water and sewer connections, sidewalk construction, and abatement of noxious weeds. However, the provisions of this chapter are not applicable to any undertaking or project being conducted by special assessment.
