Whenever the Director of Public Safety and Service shall authorize the use of City labor, materials or equipment for a City undertaking where the costs of that undertaking are properly chargeable to and recoverable from a property owner benefitted by such undertaking pursuant to the Codified Ordinances, the Director shall charge and collect from such property owner, his agent or representative for the cost of the labor, materials or equipment provided pursuant to the terms of this chapter.
