(a) There is hereby created by amendment the position of Human Resource Director.
(b) The position of Human Resource Director shall be filled by appointment by the Mayor, and shall serve at the pleasure of the Mayor. The Human Resource Director is under the direct supervision of the Director of Public Safety and Service.
(c) The duties of the Human Resource Director are as follows:
(1) Administer employee policy and management, including, but not limited to, investigations and disciplinary action.
(2) Supervise the hiring process, provide new employee orientation, and implement employee training and development programs.
(3) Oversee the City's safety program, worker's compensation and disability matters.
(4) Oversee employee health insurance and life insurance matters.
(5) Ensure compliance with bargaining unit agreements, civil service laws, state and federal mandates and the Ohio Revised Code.
(6) Create and enforce the employee performance management program.
(7) Manage the collective bargaining process.
(8) Represent the City in grievance proceedings.
(9) Develop job descriptions for employees of the City of Marietta, Ohio.
(10) Manage prevailing wage matters.
(11) Update and/or create and maintain an employee handbook.
(d) The Human Resource Director shall conduct and fulfill any and all of his duties in a timely and lawful manner, in addition to any other duties the Mayor and Director of Public Safety and Service assign.
(e) Qualifications for the position of Human Resource Director shall be established as follows: Human Resource Director shall possess no less than a Bachelor's degree in Human Resource Management, or in the alternative, a Bachelor's degree and a minimum of two (2) years of work experience in Human Resource Management. The individual appointed to the position shall not be required to reside within the City of Marietta, Ohio.
(f) The salary of the position of Human Resource Director shall be paid according to the following percentages:
General Fund/Service Thirty percent (30%) General Fund/Safety Thirty percent (30%) Water Fund Twenty percent (20%) Sewer Fund Twenty percent (20%) |
