No person shall cut, break, trim, prune or remove, or procure the cutting, breaking, trimming, pruning or removal of, any tree, or plant or procure the planting of any tree or shrubbery in a public street, avenue, highway or public place of the City without first having obtained a permit to do so from the Director of Public Safety and Service.
