No person shall perform the actual work operations of trimming or pruning any tree or trees in the public streets, avenues, highways or public places in the City without a license therefor issued by the Director of Public Safety and Service. The Director shall grant no such license until a written application has been made to him, stating the applicant's experience and qualifications in tree surgery. Upon the filing of any such application, the Director shall call upon the Tree Commission which shall investigate the applicant's experience and qualifications in tree surgery. The Commission shall endorse, upon the application, its findings and if the application is approved by the Commission, the Director shall issue the license and shall charge therefor the sum of five dollars ($5.00). The license shall be granted for such period of time as is set forth in the application, provided, however, that a license may be revoked by the Commission upon proof that the licensee thereunder is performing work in a manner which is unsatisfactory or is detrimental to the preservation of the tree or trees.
