If the Director of Public Safety and Service determines by reason of disaster, risk, emergency, calamity, disorder, traffic conditions, or violation of the permit conditions that the health, safety, tranquility, morals or welfare of the public or property requires the revocation of any permit, he shall have the authority to revoke the same at any time. Notice of the revocation of the permit may be sent by ordinary mail or hand delivered to the contact person designated in the application or to any person named as president, chairman or as having a position of control or management in the organization in the application. Notice or revocation shall state the reason therefore. No person shall continue such activity after receipt of notice of revocation.
