The Director of Public Safety and Service shall, immediately upon receipt of an application, forward one copy of the application to the Clerk of Council, exclusive of exhibits or attachments, for the information of Council members. The Director shall act on an application within twenty days of its submission, provided, however, that in the event of a conflict or potential conflict in applications then the Director shall not be required to act on an application until within twenty days of the resolution of the conflict. If the application is denied, the reasons for the denial shall be set forth in writing, and the written denial shall be sent by ordinary mail or hand delivered to the contact person named in the application. A copy of the permit issued or written denial shall be forwarded to the Clerk of Council by the Director for Council’s information.
