Each application for a permit shall be accompanied by a nonrefundable application fee of one hundred dollars ($100.00). If the applicant charges no fees nor receives remuneration of any kind from exhibitors, performers or vendors or others to participate in the event, then the application fee shall be twenty-five dollars ($25.00).
