(a) No permit shall be granted for a street fair/festival which exceeds four days in length and no permit shall be granted for a park event which exceeds seven days in length from February 1st to October 31st or which exceeds forty-five days in length from November 1st to January 31st. No applicant shall be granted more than two permits in any calendar year.

(b) Street fairs/festivals shall only be permitted in commercially zoned areas of the City. Park events shall only be permitted in parks or on public grounds which are adjacent to or within commercial zones, or in parks which have an area exceeding twenty acres.
