When a subdivider, developer, prospective consumer or other person desires water service where no water distribution mains are available and an extension of a water distribution main would be required in order to furnish service, such main pipe extension may be made upon petition directed to Council, subject to the following terms and conditions:
(a) Construction by the City.
(1) Upon receipt of a petition requesting construction by the City of such main pipe extension within the corporation limits, Council may direct the Director of Public Safety and Service to prepare plans, specifications and profiles (in conformity with all applicable State laws, rules and regulations), determine what easements, if any, are required and estimate the total cost of such main pipe extension, including the cost of fire hydrants, pumps, service pipes, appurtenances, etc., together with an estimated cost per new prospective consumer to be served by such extension and make a report of his findings to Council.
(2) Council, if it deems such extension of water mains feasible, may direct the Director of Public Safety and Service to advertise for bids. After such bids are open but before a contract is let to the successful bidder, the subdivider, developer, prospective consumer or other person petitioning for such extension, or his duly authorized agent, shall deposit with the City a sum of money equal to the estimated cost of such main pipe extension allocated to, or charged to the subdivider, developer, prospective consumer or other person petitioning for such extension in accordance with subsection (a) (3) hereof. Thereafter, such contract may be let and the work performed in accordance with the plans, specifications and profiles to the full satisfaction of the Director of Public Safety and Service.
(3) The City may extend distribution mains within the corporation, upon receipt of a water service contract from new consumers to receive service from such extension, at no cost to the new consumer, a distance of twenty-five lineal feet per consumer and through any intersection. Where the length of the required extension is such as to exceed the per consumer distance and the intersection allowance, the additional cost shall be borne entirely by and be allocated to the subdivider, developer, prospective consumer or other persons desiring and petitioning for extension of such water mains.

(5) If, upon completion of the water distribution extension by the City, it is determined by the Director of Public Safety and Service that the final cost, including overhead cost, exceeds the estimated sum allocated to and paid by the subdivider, developer, prospective consumer or other person pursuant to this subsection, the subdivider, developer, prospective consumer or other person shall promptly pay the difference, without interest, to the City, and if the final cost is less than the estimated sum allocated to and paid by the subdivider, developer, prospective consumer or other person pursuant to subsection (a)(2) hereof, the City shall promptly refund the difference without interest.
(b) Private Construction.
(1) When a subdivider, developer, prospective consumer or other person desirous of such extension of a water distribution main inside the corporation limits petitions Council for such extension and agrees to bear the full cost for such extension, including engineering cost, and cost for all necessary temporary and permanent easements, subsection (a) hereof is inapplicable.
(2) When a subdivider, developer, prospective consumer or other person desirous of such extension of a water distribution main outside of the corporation limits petitions Council for such extension, such extension shall be made without cost to the City and the entire cost, including engineering cost, temporary and permanent easements, shall be borne by and allocated to the subdivider, developer, prospective consumer or other person petitioning for such extension
(c) General Provisions Applicable to Construction by City and to Private Construction.
(1) All plans and specifications shall be approved by the Director of Public Safety and Service prior to construction of water distribution mains, whether made in or outside the corporation limits, and the mains and all plans and specifications shall, upon completion of the extensions to the satisfaction of the Director of Public Safety and Service, be the sole property of the City and under its exclusive jurisdiction and control.
(2) Upon completion of the extension of water distribution mains and before any water shall be supplied to consumers connected to such extension, the subdivider, developer, prospective consumer or other persons petitioning for such extensions shall file with the Director of Public Safety and Service a one-year maintenance bond.

(3) The size of pipe to be used in making extensions of water distribution mains shall be determined by the Director of Public Safety and Service in accordance with the conditions surrounding the extension, including the possibility of future use and expansion. All pipe shall be cement-lined cast iron, asbestos cement, material equivalent in design and characteristics, or approved PVC materials, specifications for which are approved, and are on file in the office of the Director of Public Safety and Service, a minimum of six inches in diameter and unless otherwise so stated shall be for a working pressure of 150 pounds and a wall thickness of Class 22. Fittings shall be Class D. All cement lined cast iron fittings shall conform to Federal Specifications WW-P-421-b of latest revision, and shall be of Type I - Caulk Joint, Type II- Push-On Joint or Type III - Mechanical Joint, as determined by the City Engineer and approved by the Director of Public Safety and Service. All asbestos cement pipe and fittings shall conform to Federal Specifications SS-P-351-a of latest revision, and shall be of Type I - Caulk Joint, Type II - Push-On Joint or Type III - Mechanical Joint, as determined by the City Engineer and approved by the Director of Public Safety and Service. Hydrostatic test and sterilization of water lines satisfactory to the City Engineer and the Board of Health will be required on completion.
