927.03 FIRE LINES.
   (a)    In addition to charges for water connections as provided in Section 927.01, all consumers of water furnished by the City who are maintaining fire lines for fire protection purposes connected to the City water system shall pay for such service at the following rates:

   When, in the judgment of the Director of Public Safety and Service, the fees called for herein are inadequate to compensate the City for its actual costs, he may elect to demand as compensation the sums allowed by Chapter 951.

   (b)    The charges levied at the rates established by this section shall be payable in the following manner: charges shall be payable and billed bimonthly in accordance with the billing period for water furnished by the City waterworks to consumers for other purposes. Any premises making connection with the system and using the same shall be charged a per diem pro rata amount, based upon the bimonthly charge, from the time such connection is made or hydrant installed until the commencement of the next billing period applicable to the billing premises.
   In case of failure to pay any bill for fire line charges when due, a penalty of ten percent of such charges shall be added to such bill.
   If a fire line charge made pursuant to this chapter is not paid within thirty days after it shall be due and payable, the City shall have the right to discontinue service to such premises of water supplied by the City's waterworks system, until such unpaid fire line charges and penalty have been fully paid.

   (c)    No person shall use water from the fire line or fire lines system for any purpose other than use in case of actual fire.
