(a) Industrial wastes discharged into the public sewers shall be subject to periodic inspection with a determination of character and concentration of such wastes. The owner shall be responsible for the collection and testing of the aforementioned samples.
(b) Samples shall be collected in such a manner as to be representative of the composition of the wastes. The sampling shall be accomplished by the use of automatic equipment capable of collecting composite samples.
