The funds received from the collection of charges or rates authorized by this chapter shall be deposited with the City Treasury and shall be accounted for and be known as the Sewer Revenue Fund, and when appropriated by Council shall be available for the payment of the cost and expense of the management, maintenance, operation and replacement of the City wastewater treatment works and any surplus in such fund shall be used for the construction, enlargement, extension or replacement of the same or for the payment of the interest on any debt incurred for the construction of such treatment works, or for the creation of a sinking fund for the payment of such debt, but shall not be used for any other purpose whatsoever.
