There is hereby established a sewer rate schedule for wastewater accounts which do not have metered water supply to be billed bi-monthly, as follows:
(a) Nonindustrial users computed on the basis of 1,000 cubic feet of water usage per month per single family dwelling.
(b) Industrial, water not to be used in the manufacturing or supplying of material, computed on the basis of 200 cubic feet of water usage per month per employee, with a minimum bill computed on the basis of 1,000 cubic feet of water usage per month.
