924.11 INDUSTRIAL MONITORING CHARGES.
   (a)    An industrial monitoring charge shall be levied on certain industrial users of the wastewater treatment works to provide funds to meet municipal pretreatment program expenditures required pursuant to 40 CFR Part 35.907 of the Federal Regulations. The method to be used to establish the industrial monitoring charges for wastewater discharged to the wastewater treatment works shall be defined in this section.
   (b)    Industrial users shall be subject to an industrial monitoring charge per composite or grab sample collected for analysis, as follows:
(1)    Charges for each billing period during a calendar year shall be based upon the following values for that calendar year: estimated total municipal pretreatment program expenses; and estimated total number of samples collected for analysis.
(2)    The industrial monitoring charge per sample shall equal: estimated municipal pretreatment program expenses pursuant to subsection (b)(1) hereof divided by estimated number of samples collected for analysis pursuant to subsection (b)(1) hereof.
   (c)    Industrial monitoring charges levied pursuant to this section shall be billed pursuant to Section 924.14. The rates shall be established upon completion of the municipal pretreatment program.
