922.04 LIMITATIONS ON WASTEWATER STRENGTH.
   (a)   National Categorical Pretreatment Standards. National Categorical Pretreatment Standards as promulgated by the U.S. Environmental Protection Agency (U.S. EPA) pursuant to the Act shall be met by all dischargers of the regulated industrial categories. An application for modification of the National Categorical Pretreatment Standards may be considered for submittal to the Approval Authority by the Superintendent, when the City's wastewater treatment system achieves consistent removal of the pollutants as defined by 40 CFR 403.7.
   (b)   Local Industrial User Limitations. All industrial users shall discharge at existing background concentration levels unless otherwise permitted. Local Industrial User Limitations developed in accordance with the requirements and procedures of Chapter 6111 of the Ohio Revised Code and Chapter 3745-3 of the Ohio Administrative Code and approved by the Ohio Environmental Protection Agency shall be met by all dischargers to the POTW, where such limitations are included in a Wastewater Discharge Permit issued by the City.
   (c)    Right of Revision. The City reserves the right to amend this chapter to provide for more stringent limitations or requirements on discharges to the POTW where deemed necessary to comply with the objectives set forth in Section 922.01 .
   (d)    Dilution. No discharger shall increase the use of potable or process water, or in any other way attempt to dilute a discharge as a partial or complete substitute for adequate treatment to achieve compliance with a pretreatment standard or requirement as per 40 CFR 403.6(D) and objectives set forth in this chapter.
   (e)    Slug Control. The Chemist/Pretreatment Coordinator shall evaluate the need for a plan, device or structure to control a potential slug discharge at least once during the term of each Significant Industrial User permit cycle or within one year of being identified a Significant Industrial User.
   (f)    Discharge Changes. Each Significant Industrial User shall notify the Chemist/Pretreatment Coordinator of any significant changes to the user's operations or system, which might alter the nature, quality, or volume of its wastewater at least (e.g. 30) days before the change.
