No person shall place, throw or deposit, or cause to be placed, thrown or deposited, any butchers offal, garbage, dead animals, metal, wood, stone, brick, straw, weeds, hay, grass, rags or other similar article or obstruction of whatsoever kind in any drainage fixture, sewer, ditch or drain of the City, or break, injure, deface or remove any portion of any flush tank, manhole cover or any other part or connection belonging to the sewers or appurtenances thereof of the City.
