Not less than twelve hours prior to the making of a sewer connection, the person making such connection shall notify the Director of Public Safety and Service or the Utilities Department in writing as to the time when the work will be ready for inspection. Such person shall keep the work uncovered, free and clear, until it is inspected and approved by the inspector.
