An application for a sewer permit shall state the location of the premises to be connected, the names of the owner and lessee, if any, the number of buildings to be connected, also the nature of the use to which the buildings are devoted. Each application shall be signed by the owner of the premises and by any lessee for whose benefit the application is made or by the authorized agents or attorneys of such owner and lessee.
No person shall obtain a sewer permit under a name other than his own or for the benefit of an unauthorized property.
