Owners of property who have not paid the original assessment for the construction of sanitary sewers and who desire to connect with the sanitary sewers of the City shall make application to the Director of Public Safety and Service for a permit.
If, upon investigation, the Director finds that the making of such connection will not overtax such sanitary sewer or interfere with the use thereof by the owners of property assessed to pay the cost of constructing the same, such permit shall be granted.
