No person directly or indirectly, shall cause or permit any connection to be made with a City sewer without a permit from the Director of Public Safety and Service or cause or permit such connection to be made contrary to the rules and regulations of the Board of Health, City ordinances and State laws. Each ten days' use of a sewer connection unlawfully made shall constitute a separate offense.
