All premises abutting on any street on which a public sewer is laid shall be connected therewith, and slops, filthy water and liquid wash shall be discharged into a properly laid pipe leading and emptying into such sewer. Such pipe shall be laid according to the rules of the Board of Health, and all plumbing and drainage work in any house shall comply with the rules and regulations of the Board of Health, and all City ordinances and State laws.
